Grill the peppers on all sides under the grill and then cool, wrapped them in newspaper or a plastic bag. Peel them and cut them into strips and then into small squares.
In a bowl mix the self-raising flour (or plain flour and a dose of bicarbonate of soda) with the Parmesan cheese and the small pieces of peppers. Salt and pepper. Dig a well and pour in the milk, beaten eggs and olive oil. Mix to get a lumpy dough.
Pour into muffin tins and bake in a pre-heated oven at 210°C/gas mark 6-7 for about 35 minutes (or slightly more).
Once the muffins are cooked, remove from the oven and leave to cool slightly for about 15 minutes.
Next, cut off the tops of the muffins and drop a spoonful of cheese mix onto the muffin and spread, then a spoonful of the pepper cream and spread too. Replace the tops on each muffin and serve immediately.
